Between August 29 and September 9, 2022, the National Integrity Authority (ANI) imposed fines totaling 13,500 lei. Thus, five civil servants with special status were each fined 1,500 lei for late submission of the declarations of assets and personal interests and a councilor received a fine of 6,000 lei, because he did not declare and did not resolve a conflict of interest within the deadline.
Starting on August 5, the minutes regarding the verification of annual declarations of assets and personal interests are published on the ANI website. In total, the integrity inspectors verified 119 declarations of assets and personal interests of state officials, submitted for 2021. As a result of the verification of these declarations, the presence of two appearances of violation of the legal regime of property and another appearance on the legal regime of incompatibilities.
During the reference period, 11 contravention cases were initiated in which a director of a public institution, five civil servants with special status, a former civil servant with special status and four councilors are targeted. Contravention cases were initiated against these subjects for failure to submit declarations of assets and personal interests or late submission.
At the same time, the integrity inspectors initiated two control procedures, in one case a former director of the Civil Aeronautical Authority is targeted under the legal regime of restrictions and in the second case, a district councilor is investigated under the legal regime of conflicts of interest. A finding act was issued in the name of a mayor, by which it was established that he admitted a conflict of interest with a close person.
The legal department of ANI participated in 12 court hearings. Four conflicts of interest were resolved and 55 Certificates of Integrity were issued.
